How do you determine what are proper proprieties? You HAVE to look at your culture, your society, to determine what is moderate/proper among it's populations.
Would we be considered 'moderate' if we were to wear this type of swimwear publically? We would according to those 1920's you mentioned earlier, but not 2007.
The biblical admonitions to be modest should be applied to the individual reader. To its own generation. To its own culture. To its own society. And I think the Lord is pleased when we wear things that don't draw attention to ourselves...in ANY manner.
This type of swimwear indicates another culture, another society, so I don't consider this as being moderate.
Oh, and be thankful you don't live in Europe...that thong WOULD be considered modest there!!!

I disagree. In 2007 culturally "appropriate" swimwear is immodest. I've worn more modest swimwear in public and didn't think I was drawing attention to myself at all. (I noticed no strange looks, laughter, or pointing. ) Due to the risks of sun exposure, more people are trying to cover up anyway.

SHOULD we? You tell me. How are we to determine moderation, or what moderate is?
(Personally, I would think moderate would be a one piece. Not a bikini.)
I just did a little looking into the history of the bathing suit. Here are some typical swimsuits from the 1920's:
Doesn't look that far off from what some would consider a 'moderate' suit nowadays:
