The cartoonist is Pat Oliphant. CBSnews.com prints his/her cartoons as well.
It's certainly highly irreverent, especially putting a curse word in God's mouth.

Now you know how the Muslim folks felt about cartoons featuring Allah! At least we're not threatening to kill the cartoonist or bomb the paper!

I think it's blasphemous.
But I also feel that by being overtly religious and political we often cast our pearls before swine and invite blasphemy and degredation of religion.

Another thing I notice is that while it is definately blasphemous....the point of the cartoon is really lost on a lot of us.
