Can they, yes, many times I've seen it happen to keep a church open as no man would step up.... many times I've seen women have to be the priest of the home because the man wouldn't step up.... many times I've seen the women have to take roles of leadership as men wouldn't stand up....
But to me the question is, should they? And I don't see in Scriptures that the Bishop of a body of believers should be female, but God knows, the women of a church play a vital and very important role to it's success.
So to me, the answer is yes, they can, but should they?
