So can the bible be understood that tongues are not a part of today's Christian culture? And if so, can that believer live the same overcoming Christian life that tongue-talkers can?
Yes, because our ultimate power is in the Gospel, the work that He did. But I would suggest (tongues aside) that a life without the Spirit, and without the gifts is not yet full. The Spirit is not a nice thought, it's a necessity.
You may not speak in tongues, but are you alive in the Spirit, are you believing in the Spirit, praying God speaks by His Spirit, expectant of the Spirit, available and praying that God uses you with a gifting of the Spirit?

I'm not sure that would be possible considering Jesus said one of the signs that would follow them that believe on Him is that they will speak with new tongues.
I am not saying everyone will speak in tongues, but tongues in a general sense will continue to follow believers until Jesus comes back for us.

You do realize that there's plenty in the Bible people don't understand and have varying viewpoints on? I challenge you to line-up the men in your church and have a discussion. If you haven't figured that out yet, you will.
We aren't commanded to believe everything exactly the same. We are invited into Jesus Christ, to believe in Jesus Christ, and to find salvation in Jesus Christ.
If you think for a moment that the early Church adhered to a systematic theology, you are kidding yourself. Hint: Systematic Theology was not even a popular way to view theology, God, etc until the 16th Century (with a few minor exceptions). That's not how our Jewish brothers would have viewed theology either. Get yourself a copy of the Mishnah

You seem to be saying two opposite things....You say, yes, that a person can live just as powerful and overcoming Christian life without tongues while at the same time saying that a life without the Spirit (evidently you believe that without tongues, a person has not the Spirit) and without the gifts (evidently you believe a person without tongues has not any of the gifts) is "Not yet full." You also say it is a necessity while saying a person without it can live an equally powerful and overcoming life.
