No, Joe is not complacent nor lost his burden...he simply does not attract a following, he has a monotone voice but there is nothing immoral in his life going on that would have people running away... he simply is a dull public speaker.

The point of the question was to get your thoughts on the matter...should the ministry be set up with salary caps or let Joe Preacher devour all the plunder?

I think we should cap all of the saints income as well. Here's what we could do. Let's say the most a saint can make is $50K a year. Everything after that should go into the church's coffers.

I also think saints should submit their W-2's to the church board each year so that the board can see if they are really giving sacrificially.

The church board of trustees can have individuals that are not members of that church so as to protect against a coup d'etat, No?

How so? I mean.....unless..................surely you don't believe a pastor should give a higher percentage than the rest of the church? Cause if you do you are saying that he is held to a different level of accountability, which of course would mean that you believe he has authority with that accountability as well.

The tithes go to the ministry. No salary caps. If Joe is the only minister/preacher in the church, then the tithes are his.

But the tithes of the children of Israel, which they offer as an heave offering unto the LORD, I have given to the Levites to inherit: therefore I have said unto them, Among the children of Israel they shall have no inheritance Numbers 18:24

JRoc, do you even believe in giving tithes? Tithes = plunder?
