And I Timothy 2:2, what tells us to pray for our leaders, does not include the clause "if they're well-behaved."

When the Bible was written did the people "vote" for their leaders or where they placed?
It just seems that "man" has more control now in deciding who is a leader and God is in NO WAY a part of the process.
