An Evangelist being in demand doesn't make him more expensive unless he wants it so.

Think this through. First you're saying he's extremely popular, then you say if someone cancels, he's lost an opportunity. But if he's as popular as you say, he shouldn't have an issue booking a replacement.
Also, I'm fine with charging expenses in advance. If there's airfare and hotel involved, the church should book and pay that expense for the Evangelist.
