It is only lying when you are with holding the truth. If they once said no to tv now are saying yes has nothing to do with lying or breaking promises. Though if they are acting like they have no tv but actually do then your statement applies.
You know I was told by a UPC minister that when they are asked to sign the affirmation statement that they can designate to sign under protest. That entitles them to make their own choice on tv. Just repeating what I was told so may not be gospel, but why would I question a UPC pastor about that...ummmmm yeah.
