We still have a quote from one of Obama's spokesmen:

Sometimes he does and sometimes he doesn't. For example in this fact check article it reads:

It is true that the U.S. Code states that "all present except those in uniform should stand at attention facing the flag with the right hand over the heart." Garside told us she has been asked numerous times about this rumor and finds the controversy to have "gotten a little bit ridiculous."
