Nobody is mandating anything. It's not about quotas, as you stubbornly insist.
It's about being more sensitive to, and aware of the issue of racial prejudice that has been in effect in UPC ranks, and to work to create a level playing field, giving every man/woman a fair chance based on their abilities and qualifications. Over time, this creates a more diverse environment in the leadership levels of the organization ... something most good people have no problem with.

Not a problem when it comes to race - it should be and totally is a non-issue for me. Quotas for church positions and leadership is NOT a far fetched idea as you try to spin it. The politically correct element would love it and it has been done before - as noted - even among Oneness Pentecostals.
But seeing you made this about gender... one might argue Jesus did not include women in the number of the twelve when he very easily could have...
