"mandating" anything. Where are you even getting that from? Nobody on this thread has advocated any such thing.
It's not about "quotas", as you stubbornly insist it is.
It's about being more sensitive to, and aware of the issue of racial prejudice that has been in effect in UPC ranks, and to work to create a level playing field, giving every man/woman a fair chance based on their abilities and qualifications. Over time, this creates a more diverse environment in the leadership levels of the organization ... something most good people have no problem with.
Do you have a problem with that concept, or do you wish to just dismiss it as "quotas"?
