Good point. Most all governments at that time were placed. But who placed them? Did God directly place or did bloodlines, etc.? The context of
Romans 13:1 is that God places by allowing. He allowed it in old times by lineage, coups, and otherwise. He allows in our democracy by voting.
If God-placing only happens in non-democratic ways, then only non-democratic systems have leaders who are placed by God.
