He is talking to people who are already saved. They also have been spirit filled.
Side note: I don't believe in OSAS. We must continue in the faith to be saved at the end of the day. ( Acts 14:22; Colossians 1:23; I Timothy 2:15)

Romans 8:14 is a general verse about anyone that meets the condition of being led by the Spirit of God. It says that those led by the Spirit of God are sons of God. And so if they are sons of God then surely they are children of God. And if they they are children of God then they are heirs; heirs of God; and joint heirs with Christ; ... (
Romans 8:17) And so since Cornelius was a child of God before his baptism by virtue of receiving the Holy Spirit and being led by it, then how can you say that he was not saved before baptism seeing as he was also a joint heir with Christ before being baptized?
