I would think you'd only have to be licensed to qualify for that kind of survey.
I think it was probably laziness and laissez-faire on the part of many. If you really cared - if it was really important to you - you'd get the card in the mail.
Or maybe they couldn't afford the stamp if it didn't include a self-stamped envelope. LOL.
The point that was made by OPCarl that what really matters is the actual vote is valid, but if that's so then why bother with the survey at all.
And all that money wasted.
