Anomaly.
Hardly normative for Paul's idea of the Church. The "wicked one" was an incestuous man, loudly boasting of his continual affair before the congregation. Also, in the context of a city that was pretty immature in their faith (fornication, greed, etc was rampant among the believers there).
I find is suspicious that anyone would use this store as a normative procedure for church discipline.
