What some consider modesty (standards) is just nothing more than their own self righteous attempt to be holy outside the finished work of Christ. Notice how I said some, not all. For some, they live as they do, not to merit holiness, but as the scriptures teach, because Christ is holy and imputed His righteousness to us. Yet, those who are true hardcore legalists preach their standards from poor hermeneutical understanding of scripture, and cannot tell the straightforward from the parable.
One can have modesty in dress, and have a hateful, prideful, arrogant, unusable spirit where God cannot use them for His glory. One can wear long sleeves and have longer sins of self righteousness. One cannot cut her hair, yet cuts off grace and mercy at every turn. One can wear the marks of religion, but have not Christ, such are they which have a form of godliness, but deny the power thereof.
Let me state again, that I say some are like this, but not all.
