Hard time for about ten years if the victim lives would perhaps put a stop to it. If the victim dies as has happened before the one who struck them must have swift punishment by execution.

We had a ballot to end the death Penalty. I heard it's chief proponent argue for it on the radio. He actually believes in a death penalty but the fact is ours was broken.
He explained that because of the process a death penalty candidate can expect to never see execution for a decade or more and because of the appeals process, special housing and the state paying for it all, it was actually cheaper to do away with the death penalty
