That's talking about the gifts of the Spirit, not calling on Jesus. Read the context
Believing precedes receiving
Joh 7:39 Now this he said about the Spirit, whom those who believed in him were to receive, for as yet the Spirit had not been given, because Jesus was not yet glorified.
Act 8:12 But
when they believed Philip as he preached good news about the kingdom of God and the name of Jesus Christ, they were baptized, both men and women.
