Pants can be immodest on men, too. I detest tight, skinny jeans, or overly tight pants of any kind. If a man is wearing tight pants and is sitting facing you, EVERYTHING is outlined--especially in dress pants. It's not pretty. However, women are curvier, and I think pants just...show the form of a woman more than a man, generally speaking.

These are just my personal opinions and practices, btw. I'm not discussing this from a scriptural point of view. I believe in being modest, and this is how I apply it.
I read a report once of a study that was done (I tried to find it today and haven't been able to thus far) in which they took a group of men and women and placed them in a room. They flashed images of women on the screen and asked the participants to record what they looked at first when they saw the image. Nearly 100% of all participants (men/women) stated that when a woman was in pants they were focused on her butt and legs....when she had a skirt/dress they were focused on her hair, clothing etc.

Even from the front, women in pants were looked at on the lower half first but when in dresses/skirts the face was first.

So does that mean men should wear skirts/dresses?

I have a feeling you will never find that study. I have heard that claim all my life and find it absurd.

Of course if a woman has on skin tight pants I could see it drawing a man's attention but with a normal pair of pants on vs a normal skirt / dress I can tell you that for me and I would guess a lot of men, I am much more apt to be "drawn to" a woman's legs, hips, etc when she is wearing a dress.

If you want to perpetuate an extra biblical rule about women not wearing pants be my guest but don't use absurd rationales for it. (said in a kind but bemused way you can't see in my writing. Please don't take this as me being ugly).

"We did not wear uniforms. The lady workers dressed in the current fashions of the day, ...silks...satins...jewels or whatever they happened to possess. They were very smartly turned out, so that they made an impressive appearance on the streets where a large part of our work was conducted in the early years.

"It was not until long after, when former Holiness preachers had become part of us, that strict plainness of dress began to be taught.

"Although Entire Sanctification was preached at the beginning of the Movement, it was from a Wesleyan viewpoint, and had in it very little of the later Holiness Movement characteristics. Nothing was ever said about apparel, for everyone was so taken up with the Lord that mode of dress seemingly never occurred to any of us."

Dear Brother, I have heard all kinds of claims from the pulpit, but sometimes there is nothing to back up those claims.

I would be interested if such a study was real or just another one of those hearsay things going around Christianity.

Exactly. In addition, what did they look at first when men were put on the screen? And what culture of people were viewing? If a woman was wearing a skirt, what would the viewers be looking at then, the breast area? Then we can tell women to wear burkhas and have evidence to show why!

In many other countries, nakedness is openly displayed and nobody thinks anything about it. It's mainly in America that we want to 'dirty' everything.

CC1 - I agree. Pants can be modest, and skirts/dresses can be immodest. Modesty starts with the attitude of the wearer, and is expressed in behavior, conversation and, IMO, how a person presents oneself in clothing.

Culture definitely plays a role. Our church has a Burmese daughter work, and their men don't look twice when mothers are completely exposing their breasts and midriffs while nursing babies. The American men, on the other hand, tend to blush, look down, kick rocks, etc. (Or stare)

In America, you can't even sell laxatives without having a sexual component to it.
