I think a lot of people are going to take the penalty.. for the first few years at least, until they raise the penalty so high that it will force people into buying the insurance. Sad.

The way the law is written they can withhold your tax return. They are not allowed to collect more than your return.

Oklahoma Attorney General Scott Pruitt hailed the state's victory in its lawsuit challenging the implementation of the Affordable Care Act:

The administration and its bureaucrats in the IRS handed out billions in illegal tax credits and subsidies and vastly expanded the reach of the health care law because they didn't like the way Congress wrote the Affordable Care Act. That's not how our system of government works."

Currently, over a hundred lawsuits have been filed against Obamacare - and Obamacare has lost 91% of the cases decided to-date, (71 losses out of 78 decisions), according to the latest tally by The Beckett Fund.

Also, if you have no return coming (& I advise people to change their withholding so you end up close to even on this), they cannot collect from you in other ways.

Even with this, if you cannot afford it, you can't afford it----no matter how high the fine is. Don't save your money through withholding for taxes (for instance, getting hundreds or even thousands back at tax time). Make your withholding amount so you come out as close to even as you can. Then they can only take whatever the small amount is.

Just wait for the first set of fines and see the outcry. People may do more then.
