Rev 1:1 says the contents are signified. Related by signs.
Jesus said we're a city set on a hill that cannot be hid. Isaiah said people would bow at the saints' feet and call them a city not forsaken. They didn't bow at the foundations of buildings.
When reading Revelation, it's a unique deal because it is a series of visions. And visions are 99% symbolic in the bible. Rarely are they actual in presentation. Did actual stars and sun and moon bow down to Joseph?
Revelation is interpreted by the rest of the bible. in this case,
Heb 12:22 interprets the city for us. Jesus interpreted Babylon the great as Jerusalem.
