Because there's a BIG difference between a 'refreshing', or a blessing, and a 'renewing', or praying through.
One has the Holy Ghost operating in their life; the other doesn't.

I disagree, from scripture, written to Holy Ghost filled believers:
II Corinthians 4:16
For which cause we faint not; but though our outward man perish, yet
the inward man is renewed day by day.
Ephesians 4:21 - 24
If so be that ye have heard him, and have been taught by him, as the truth is in Jesus:
That ye put off concerning the former conversation the old man, which is corrupt according to the deceitful lusts;
And
be renewed in the spirit of your mind;
And that ye put on the new man, which after God is created in righteousness and true holiness.
Now, restoration is probably what you are thinking about when you say 'renewing', and, you are, in my mind,
also prime candidate for such.
Do I think you are devoid of, or lacking, the Holy Ghost? No, not if you have been born again of water and spirit. A child cannot be unborn. Rather, that child can become a prodigal, in need of restoration to the Father's house and the family. Thus, while not devoid of the Spirit, said individual is not walking after the Spirit but after the flesh (and they that are in the flesh cannot please God, so there is a need of a change of mind and heart).
