Well, gender distinction can vary to some degree by culture, but as many have pointed out, there are universal elements. One can be sure to maintain gender distinction with dresses and skirts for women and pants for men. We should never deny that. But while this model is feasible, it's very general. If we assume that women's pants pertain to a man, then men could freely wear pretty lady's jeans! LOL So there has to be some recognition of current norms.

For example,

In Scotland, a kilt is traditional male attire. So, with common sense we can say that a man wearing a kilt in Scotland, or while representing Scottish heritage or culture, wouldn't be a violation of gender norms. However, a man wearing a black leather skirt with high heels while on the town in Manhattan would. The biblical principle can be applied to all cultural norms, and calls attention to the intent of one's heart and actions.

It's simple, the cross dressing, drag queen, gender bending perversion is an abomination to God.

So if men began to wear skirts just as women began wearing pants and the culture began to except it as normal, and then men skirts began to be produced for men and found in men sections at the store, is it no longer a sin because they were made for men? should we recognize the current norm if this ever happens? We cant keep moving the lines.
