If they Had payed in they would be eligible for the money just as the poor who Spell is trying to fleece.
I saw his video and heard what he said. Rev. Spell wasn't trying to fleece anyone. Just stop.

What he said was that evangelists and missionaries haven't had an offering in over a month, and urged people to consider giving their stimulus check as an offering to the evangelists and missionaries.

He then said, if they didn't know how to give the money to evangelists/missionaries, they could donate on a website and he would send the money to them.
