Is Baxter still UPC? Evidently they are ok with the teaching that the Son of God pre existed his human birth?

Trinitarians are comfortable with teaching the Son preexisted his human birth as the Son as well.
Baxter is saying 'the expression' existed in a definite form apart from the omnipresent Spirit of God. Sounds like Arianism to me.

I wanted to add this verse : 1Kings 18:1 And it came to pass after many days, that the word of the LORD came to Elijah in the third year, saying, Go, shew thyself unto Ahab; and I will send rain upon the earth.
This word came by the Spirit in the prophets. The word cannot be separated from the Spirit into another 'person' or another form. God cannot be disassociated from his word.
The verse in Zech backs this up : the words which the LORD of hosts hath sent in his spirit by the former prophets:..

The doctrine that YAH had no form before his humanity in Yeshua is a glaring weakness in Oneness theology. If God can be God and man similtaneously in the New Testament he can be God and Angel at the same time in the Tanakh.
Very strictly speaking I would say the Son prexisted as the WORD/EXPRESSION. Not so strictly speaking I can quote Paul calling him the SON who created all things.
Since last I knew Baxter was UPC they must allow for this.

I've never seen a Oneness doctrine that declares Yahweh had no form before his human incarnation. I don't see how it can be a weakness, let alone a glarin gone.
Also I don't know anyone that denies God sometimes appeared to men as an Angel or some other theophany

- That the Holy Ghost is for today and is received by faith with the initial evidence of speaking in tongues.
- The saint will go on to strive to live a holy life, pleasing to God.
