Hannah was desperate for a child. She forsook all of her commitments and fled to the House of God to pray until she heard from God.
Sometimes God's will leads us down paths where we find ourselves in desperate situations.
If I were a woman and had a concecration to God of not cutting my hair, yes, as many men and women of God have done over the years, I would remind God of my commitments and concecrations and plead with him to honor them by granting my request.
Think about the analogy here. We do in everyday life.
