Sometimes God's will leads us down paths where we find ourselves in desperate situations.
If I were a woman and had a concecration to God of not cutting my hair, yes, as many men and women of God have done over the years, I would remind God of my commitments and concecrations and plead with him to honor them by granting my request.
Think about the analogy here. We do in everyday life.

Hannah's act of desperation was prayer, not outward acts of her 'sacrifice' or 'faithfulness' in order to find better favor with God.
However, what stops you, as a man, from reminding God about your commitment not to have long hair and plead with him to honor it and grant your request? Is that honestly something you would do?
