I personally do not think TV advertising is going to be effective. If we ain't already reaching our community, and the services being noised abroad in the community, then we have deeper issues that need to be addressed. Any church that displays the nature, power, and Love of Jesus Christ will be known in the community already, and will not need to advertise on TV.
And as someone above stated, most denominations do not use TV simply to advertise their services. They use it for broadcasting the service itself.

The most effective use might be more of a national type advertising, produced by a professional ad agency to communicate a overall theme. By having a more generic appearance it could benefit every community that has a UPC church. There could even be a national fund to help fund the ads, this would be more effective than hodgepodge with no uniformity, and would be more affordable. Of course, ultimately the success depends on the local church being a place folks can go and become a member of the Body of Christ. O well, we can dream.
