Very good questions of observation...I really don't know.
It would seem that the District might be able to enforce it, even take the license, but the minister could appeal on the national level which would probably give him his lisense back...
So I guess it would come down to "in nationally" but "out locally"....kindof like you can stay in but we'll disown you...I don't know?

I am sure that some of my former compadres would like a stab at it...
But I haven't talked to most of them in years so their opinions may have changed...
I do have one close associate still that would probably not have a problem with using it for sure...

As I understand it, the national body will not interfere with the operation of the district. If they have such a prohibition, the minister could be brought up on charges in that district. Whatever punishment is defined in the ordinance would be difficult to enforce but it might force someone to leave the district or pull their church out... seems kind of foolish to me.
