The way you phrased it was that Dan "believes in the necessity of water baptism for salvation" ...and that is now how he believes it.
He has stated numerous times that he believes it is the proper response for a saved individual....I'm sure he would say that if someone denied and willingly refused baptism, that would be a clear indication that that person's faith was not genuine...
...I'm also sure he would say that a person is saved if they did not have an opportunity to be baptized like in the many cases where a person genuinely believed the saving gospel message and surrendered their heart to God and died before getting an opportunity to be baptized....the latter part of your statement correctly represents what DA believes (the highlighted portion).
Loving a brother and obeying any other of the Lord's commands is indicative of someone who Loves the Lord....it is the fruit that bears witness that someone has truly believed. While anyone can fake the tongues [watch BORAT for evidence] ...nobody can consistently fake a life that shows fruit and demonstrates the fruits of the Spirit...a life that professes to love the gospel and lives the gospel...that can be faked for a little while, but it cannot be faked for long.
