And keeping a preacher out of a city really comes down to the district board and the way it operates. There have been many men who were kept out of cities (metropolitan areas) because a local man had a little influence with the board and was afraid of competition. The west coast is especially known for this in the UPC.

I can't help but believe that these types of actions have been much more deleterious to the work of God than what org, fellowship, etc. is formed.
Hopefully the decentralization of power will lead to the removal of many long standing barriers to evangelization.
Though no claim to being an expert, I am fairly knowledgable about the politics of the west.
