A particular preacher that befriended me (since passed away...when he was alive, he was twice the preacher I will ever be), and helped guide my early ministry, left the UPC at one point in a particular district. He wrote a kind letter, and in fact, wasn't mad or in disagreement with his district at all. A presbyter, not of his section...but another, and a close friend called him. He was told I am going to "lose" your letter. When asked why, he was told, if we look at your letter in a board meeting, we will have to make a decision on what it really means. Now look, he was very plain, but very kind. There was no doubt as to what the letter meant. What does this "we have to decide what you are really saying" mean?
Same type of junk delta guitar's pastor is dealing with I guess. That being said, I do not know who is involved here, and as a UPC minister, will give the district board the benefit of the doubt. However, if this is as described, it is really rather...strange.
