I think Romans 10:9 was written to tell folks that they must believe in the resurection of Christ before they can be saved.
I think ROMANS 9,10,11 are parenthetical chapters in that book.

That is the question..
Believing IS obeying. There is a distinction made between the root of justification and the fruit. A person is justified, before God, by and through faith alone.

Nothing is attached to belief because if anything is then it's no longer grace (Romans 4:16).

No, Adino, I haven't realized that sin remission must come before baptism. Remission comes with repentance and water baptism by faith.

Yes, I would agree that a good conscience must exist in order to engender the response of baptism. Does a good conscience mean a clean conscience? or a blood washed conscience? Is it a conscience free from guilt or free from sin stain...the body of sin? These are questions I'm still trying to sort out.

All our sins were reckoned to Christ on Calvary.

The conscience is made good toward God upon acceptance of the Good News that our sin, which was reckoned to Christ, has been remitted through Christ's death on the Cross. The person who has come to this realization and thus rests in the finished work of the Cross can draw near unto God "with a true heart in full assurance of faith" having his heart "sprinkled (cleansed) from an evil conscience."

Water baptism is the response of the man who possesses this "good conscience toward God." It is the response of the man whose heart has been purified by faith in the reality of a sin remission which took place on the Cross. Sin remission does not take place in the waters of baptism. Sin remission took place on the Cross.
