CC1 mentioned once that it's so normal for ladies in their church to wear sleevless dresses/tops that he doesn't even think about seeing their arms.
We all know that CC1 has much bigger issues than that.
No seriously, I just got tired of hearing people after a church service rail on about what a person was wearing and what all they were showing, when I was on the platform the entire service and didn't see a thing. I think that sometimes there is a point where you have to choose to either control yourself or try to control evryone around you. Too often people choose the latter as it is easier.
