Now you know God wasn't concerned that the people could somehow build a tower to heaven..... or anything else. His commandment was simply to disperse themselves, and they weren't doing it.

Seems like concern, to me. Not that their tower would reach heaven, as the Sunday School lessons usually say. It doesn't say that. Just that they could do anything they wanted to do. Seemed to bother Him for some reason.
