Which is why the law stipulates that you must declare an amount more than $9,999.00. He did not possess that amount and was free to pass without declaring it.
Had he possessed $10k and tried to get through then there would have been trouble.

He said he would be happy to answer the question if he is legally required to do so. He asked them that question many times and they refused to answer it for him.

Now would Steve. Had they asked him to take his shoes off he would have. He went everywhere they asked him to.
He simply asked, with constant refusals to answer, is he legally required to answer the question and they continually refused to answer his question.

Hopefully border patrol knows that a person with $10k or more has to declare that money before crossing the border... either direction. But a person with $9500 is free to go and carry that cash.
That is the law and both the person carrying the money and the officers who might find said money are duty bound to obey it.
