Many scholars believe Job refers to them existing before creation

Everywhere in the Old Testament the existence of angels is assumed. The creation of angels is referred to in Psa_148:2, Psa_148:5 (compare Col_1:16). They were present at the creation of the world, and were so filled with wonder and gladness that they “shouted for joy” (Job_38:7).
