imo- if this is how the voting is done then for a nominee to withdraw should not cause any problems.
Which makes me wonder if we are speculating about Mooney withdrawing causing an uproar? If its a normal process why would anyone get upset?
I agree. If there were upset voters, who were they, and why did they react that way to a normal process of an election? What led them to be so vested in a Mooney election?

A person knowing of the possibility of being nominated could go to one of the members privately and say "I have heard there are some possibilities of being nominated, I wish to decline before the vote!"
Point being, speculation of Mooney becoming GS has been moving around for a long time. A man that popular could have set the record straight to friends, and then spread the word. He was the leading nominee, and that doesn't always happen on accident.
