They do have business meetings that are only for licensed ministers but that is only part of the conference.

As a matter of fact the GC is listed as a religous observance offiically by the UPC so UPC kids can get excused absences from their schools to attend with their parents.

Yup. I always have to quote the by-laws and threaten to sue my wife so she will grant permission of release for my home schooled children.
