Yes, it is a command. Read again, "be baptized every one of you" not, say this or that WHEN baptizing someone. WE need to have the baptism of Christ, not John's baptism, not some other baptism. Back then, baptism was something common among religion. It wasn't unique to Christianity. The person being baptized needs to be baptized in the name of Jesus, not have someone else say the name of Jesus for them. THEY need to be calling on Jesus for THEIR salvation.

Oh, by the way, I WAS baptized with someone saying all the right words before I went under. But I doubt God cared what they were saying, I think what mattered is what was going on inside of my heart. It is all about my salvation, not the person baptizing me.
