I think that's a fair accounting. It seems that JN was acting out in good faith, trusting Boora to be honest. JN seems to have had the motivation of even being something of a "peace maker" by bringing Boora and Baron together.
What Boora did with it from there was to have perhaps betrayed JN's trust as well.
