Those folks had believed what Peter said and therefore they had received forgiveness/remission of sin.

They were commanded to be baptized after their justification/salvation/regeneration and after their Holy Ghost Baptism experiences. Water baptism was very important in the first century church. It originated as a Jewish mikveh/baptism/ritual cleansing, was practiced by John the Baptist, then carried over into Jesus' ministry and became part of early church practice. It was based on Old Testament practices of ritual cleansing plus traditions which were added by the Jews during the last few centuries between their captivity and the birth of Christ. It had also developed into an initiation ceremony for those who converted from paganism to Judaism. It was (and is) a symbolic cleansing much like Passover/communion was (and is) a symbolic partaking of the body and blood of the Lamb.

Renda: That is why it s a question to three steppers. In a three steppers belief system forgiveness/remission takes place in water baptism.

TGBTG: I have been in services where the preachers proclaim that the blood of Jesus is applied in the waters of baptism.

The three step churches I was raised in taught that the order didn't matter as long as you completed all three steps. I don't remember what their reasoning was for this.

repentance brings forgiveness of sin (no longer under the penalty for sin)
water baptism brings remission (washing away of sin)
HGB (Holy Ghost Baptism) brings God's personal presence into your life.

some three steppers teach that
repentance is death to sin
water baptism is burial of the old person you used to be
HGB is new life of God or resurrection life coming in

some three steppers teach that
repentance is conception
water baptism is leaving the mother and coming into the outside world (water breaks)
HGB is baby's first breath of air on its own and first cry

some three steppers teach that
repentance is the Exodus with the blood over the door posts, passed from death to life
water baptism is the RED sea, enemies washed away
entrance into Canaan is entering into new life in the Promised Land

some three steppers teach that
repentance is birth into the priestly line with Jesus as your Father
water baptism is the washing at the laver and application of the blood from the altar
HGB is entrance into the Holy Place and Holy of Holies

Justification comes by faith, one can receive the Holy Ghost or remission of sins at this point.

Sanctification begins through repentance and water baptism, washing away the old sin nature and begining being buried with Christ.

Adoption begins when the Holy Ghost infills the believer, the Spirit's work from this point is empowerment and conviction unto greater levels of sanctification.

Justification, sanctification, adoption, all through the propitiation of Christ.

Refusal to be baptized after the infilling of the Holy Ghost is working against the Holy Ghost's conviction and empowerment to sanctification.

It might sound complex, but it's not. It's simply a growing life in Christ that begins by faith.

and where some of us differ with others is this.
We believe that at faith and repentance:
--forgiveness/remission takes place
--justification takes place i.e. the person is made right with God and declared righteous
--regeneration takes place, the person is "born again"
--adoption into the family of God takes place, we are legally "placed" as a child
--sanctification takes place positionally (the person is set apart as one of God's own)
--sanctification begins practically because from then on the person grows practically in sanctification
--the person is sealed by the Holy Spirit unto the day of redemption
