Many of them just simply need jobs and for a variety of reasons are unemployable.
Something has to be done for them-- I am all for public assistance coupled with
mandatory education and/or trade training to the point of self- sufficiency.
To the point of self-sufficiency is important. It would be useless to help people to the point to where if they miss one paycheck their life falls apart all over again.
