A soul winner is someone that "catches men" or "captures men" like a fisher captures fish.
The phrase "wins souls" is used in Proverbs and it can also mean "captures souls". Jesus in Luke was speaking spiritually, of catching men or leading them to Christ.
That answers to whether it's in the bible, which is really irrelevant. The term is used by Christians to refer to being a harvester in God's kingdom. Im not sure why we are haggling over semantics
