The money is not for the construction of the building. It's for social programs (giving back to the community in non-religious ways), an opportunity available to any church, organization, individual, etc... and it must go through a series of qualifications and, of course, receive approval. Applying is only the beginning.

He also said he is close to filing paperwork to establish Park51 as a 501c3 non profit. So they haven't even chartered a non profit and are asking for money.

I guess you were wrong about Federal funds. On the LMDC website they say their money comes from the Feds
