I applaud his efforts to have fellowship with those of similar doctrine. Of course there will be some who will see this for things it isn't but I genuinely don't care what those people have to say on this matter.
Don't get me wrong, I think it's great! I'm not part of any organization myself and have fellowshipped with UPCI, PAW and ALJC people here. I believe there should be more of what Dr. Bernard mentioned. It's absurd that some churches of the same organization can't even fellowship together, or that people who believe the same doctrine of oneness and salvation can't come together for prayer, fellowship or services.

Looking at all from the outside now I see the UPC in a constant stage of flux from here on out. Trying to keep both ends of the conservatives and liberals satisfied has to be a challenge. I am sure it is a constant concern. You have the support outside of UPC for either if and when a minister or saint should decide to depart. I don't envy the leadership and can understand DB crossing those lines. I am sure it is a reflection of both personal and representation.

I disagree with you. For the most part the liberals have left and many of the most conservative have also for the WWPF. What you describe was the situation a few years ago or maybe a decade ago.
In the last few years Rex Johnson, Jimbo Kilgore,the pastor from the Ft. Worth / Dallas area whose name escapes me (he was turned in for having on the church website under his profile his favorite tv show before having a tv was legal so it forced the issue of association with the UPC and the church voted to leave), and others have left that represented the progressive wing of the UPCI.
It seems to me from my relatives and friends who are still UPC and from watching / listening to various major conferences and campmeetings that the UPCI has firmly landed in the middle with most pastors believing in core standards like uncut hair, no jewelry, no makeup, etc ,etc.
Even in a state like mine, Tennessee, where for decades it had the reputation of being liberal my visit to this summer's campmeeting surprised me as virtually 100% of the women were toeing the exttra biblical standards line.

Is it normal for the UPCI GS to visit and speak at other organization's churches or conferences, or is this something new?
n David, I am pretty sure that Brother Urshan preached PAW pretty often.
I seem to remember something about that.
I can tell you as a kid Louisiana Youth Camps we had ALJC preachers preaching youth camps.
And I know its not gen conference, but Because of the Times consistently had PAW and others

I thought Bro. Urshan spoke at other organizations, but wasn't sure. I was at BOTT when Bishop Norman Wagner of the PAW preached in the 90s. And I believe there was an ALJC minister who preached at BOTT also.
I just don't remember hearing much about a UPCI GS speaking at other org's churches or events.
