Next...
Besides, Federal Judges are only to interpret law in light of the Constitution. That's all. They don't figure out how to enforce laws. How to change programs. They just determine the legality of measures. Asking them to do more than that only further empowers them.

U.S. District Judge Virginia A. Phillips set the injunction in place last week, and on Tuesday, she denied the government’s request that she stay that action.
What you lack in insight you more than offset with zeal.
I take it you have read her first order or the second one.

Coadie, it's amazing you've read ever legal document, science book, taken every class known to man when you attempt to respond to people. Man, I bow down to your whit and intellect. You are soooooo amazing. Having a degree in Googleology is a difficult feat
Setting injunctions is all part of saying "this is not legal." Point being, this Judge would not put together a plan of how this should all work out. That's the responsibility of the 100 other government-paid bureaucrats to figure out.

I think that perhaps we should lift those restrictions that would ban gay individuals from service and strengthen those codes of conduct regulations that address "relationships" between soldiers.

Honestly, at the moment, I don't any desired outcome in mind. I joined the conversation due to NOW's request to hear from someone gay. It does help to hear from someone who knows what they are talking about based upon personal experience.
I feel that as long as you do not know my gender then you must deal with me simply as a homosexual and not as a stereotypical "sissy man" or a "macho woman". I know everyone likes to think that they are not a bigot or a racist but that isn't always the case. My take on it, you might feel otherwise.
