If a man has problems lusting after women who are not his wife, is he sinning whenever he has such lustful thoughts and feelings?
I think from scripture, the answer is plainly yes.
Why would it be different for homosexuals who have such feelings toward people of their own gender... whether they act on those feelings or not?
There is no difference. Sin is sin no matter how we try to cover it up.

The difference is that "lusting after a woman" involves lusting after a single woman, or at least the woman of the moment. Men who are happily married can still be said to "desire women" simply because their wife IS a woman. Same with someone with "gay" feelings. They "desire" those of the same sex -and can without ogling and "lusting" after an individual.

So just "desiring" someone of the same sex is not sinful, as long as the person isnt "ogling and lusting" after a particular individual?
Come on, brother.
From a biblical perspective, that view is so off-base that it's not even funny.

No, because that is a weakness and putting him around children would be "leading him into temptation". However, is he sinning by merely having those feelings (even as he tries to fight them and change)? Again, I would encourage him.
But God won't allow any temptation that's too much for him to resist, so shouldn't be a problem. Right? 1 Corinthians 10:13, right? You couldn't circumvent God's promise by letting him be near children, could you?
