I'm not UPC but in my church its simply to be in keeping with the Biblical principle of modesty.
It's seems like one wants to know how far up a dress/pants or sleeves can come up or how much skin showing until its immodest and when there apostle/prophet/pastor/teacher/minister gives them a limit to be in keeping with modesty they call foul, "who's you to put up a standard?" "the line is not specific in the Bible so who's you to place the line there?" "God didn't call/send you to pastor/preach/teach or help guide me into a closer walk with Jesus?" "I do that all on my own."
Truth of the matter when someone comes into the church they come from the world and sometimes there sense of modesty may still be in line with the world's modesty limit, for example standard beach attire or standard immodest clothings of the world. The church simply tells a new convert a more spiritual minded standard of modesty. I don't see why that should be a problem.
