As Akmapuke isnt an American, nor does he live in the USA neither legally nor illegally therefore no aspect of the Constitution need be extended to him. Freedom of speach in America is not his.
He should not be allowed to hail a cab much less give a speach. and he still needs a good killing.

ok... for one, on a foriegn policy level, killing him would be bad because:
A) as we've learned, they can always get crazier in the Middle East
B) we don't have the manpower to keep peace in Iraq & Iran at the same time...
for two, on a Chrisitan level, I just really don't see how "he needs a good killing" fits in with how Christ said we should act... Please, though, explain to me how that fits in with what Christ said... I'd love to hear it...
and the Constitution has nothing to do with it.... He's the dictator of a country, he has more freedom of speech than we do, he can literally say whatever he wants and if someone doesn't like it, he'll kill them for not liking it... (assuming this is in his own country)
